What started as a $22 million design-build contract has evolved into a showcase of resilience, adaptability, and expert execution by ESA South at the historic Camp Shelby Joint Forces Training Center.

Awarded in late 2022 by the U.S. Army Corps of Engineers Louisville District, the project aimed to modernize two key facilities at Camp Shelby — the largest state-owned military training center in the country. Spanning 134,000 acres across three counties in southeast Mississippi, Camp Shelby has trained generations of warfighters since its founding in 1917 and today supports advanced field training for the M1 Abrams Tank, Bradley Fighting Vehicle, and M109A6 Paladin Howitzer.

A Project That Demanded More Than Blueprints

Originally slated for completion in under two years, the project quickly revealed hidden complexities. ESA South’s team encountered significant lead paint contamination, a leaking metal roof, unstable grading, and the need for a reinforced concrete foundation to support heavy military equipment. Each challenge required swift coordination, technical precision, and led to nearly $3 million in contract modifications overall.

Despite these minor obstacles, the team pressed forward — adapting designs, managing abatement, and reworking structural elements to meet the mission-critical demands of the facility.

98% Complete and Counting

As of September 2025, the project is 98% complete. What remains is final commissioning, user training, and a punch list that’s already in motion. The finish line is in sight, and the results speak volumes.
