
ESA South is proud to lead a transformative project at the Biloxi VA Medical Center—a cornerstone of the Gulf Coast Veterans Health Care System. On November 26, 2024, ESA South was awarded a $77.9 million contract to renovate Building One, a critical facility serving veterans across Mississippi, Louisiana, Arkansas, Oklahoma, southeast Texas, and northwest Florida.
This ambitious renovation is more than construction—it’s about creating spaces for those who served our nation. The Biloxi campus, with its 228-bed capacity, plays a vital role in the Veterans Integrated Service Network 16, and this project ensures it remains a beacon of care for decades to come.

This project demands precise coordination among dozens of subcontractors, adherence to federal regulations, and compliance with historic preservation requirements—all under a Project Labor Agreement (PLA) framework.
“This is one of the most comprehensive projects we’ve undertaken,” said Project Manager Kevin Plash. “From environmental abatement to structural upgrades, every phase requires meticulous planning and execution. Our team is committed to delivering a facility that reflects the highest standards of safety, functionality, and care for our veterans.”
Completion is scheduled for November 2027, and work is already in full swing.
